Background
Doug Sanders is a partner in our Vancouver office. Mr. Sanders was admitted to the Saskatchewan Bar in 1990 and the British Columbia Bar in 1999. He graduated from the University of Saskatchewan with a Bachelor of Laws in 1989 and a Bachelor of Science in Civil Engineering in 1986.
Mr. Sanders is a Professional Engineer licensed in the provinces of Saskatchewan and British Columbia.
Mr. Sanders is co-author of the text “Practical Law of Architecture, Engineering and Geoscience” (Pearson: 2007).
Areas of Practice
Mr. Sanders practices in the areas of public private partnerships, construction contracts (negotiation, drafting, and review), construction litigation, and insurance litigation.

- Preparation, negotiation, and review of contracts, both construction and general, including tendering and various forms of project delivery contracts.
- Preparation, negotiation, and review of P3 and other infrastructure contracts including the following:
- Albert Schools – ($500 million) Counsel for member of design build joint venture, part of preferred proponent (closed).
- Surrey Outpatient Facility Project – ($200 million) Counsel for member of design build joint venture, part of preferred proponent (closed).
- Autoroute 30 Highway Project in Montreal – Lead counsel for design build joint venture, part of preferred proponent (in closing).
- Royal Jubilee Hospital Patient Care Centre Project – ($350 million) Lead counsel for lead member of design build joint venture, part of preferred proponent (closed).
- Northwest Anthony Henday highway project – (1.4 billion) Lead counsel for design build joint venture lead counsel for design build joint venture, part of preferred proponent (closed).
- BART Extension (San Francisco) – Lead counsel for US design build joint venture, part of preferred proponent (ongoing).
- HWY 97 and Campbell Road Interchange – Lead counsel for Westbank First Nation (closed).
- Water/Wastewater Treatment Plants – Lead counsel for the concessionaire in respect of public/private treatment projects for Port Hardy, Lytton, and Sooke (closed).
- Sea to Sky Highway bridge and highway project ($600 million)– BLG acted for UK and French lenders to the lead consortium that was engaged to build, construct, and maintain the highway. Primary responsibility for design-build and operations contracts (closed).
- Golden Ears Bridge bridge and highway project ($1.1 billion)– Lead counsel for the design build joint venture (closed).
- E18 Grimstad – Kristiansand (Norway) bridge and highway project ($500 million) - Lead counsel for the design build joint venture (closed).
- Kicking Horse Canyon bridge and highway project ($130 million) – Lead counsel for the design build joint venture (closed).
- Calgary Ring Road bridge and highway project ($650 million)– Lead counsel for the design build joint venture (closed).
- Britannia Water Treatment Plant ($27 million) – Lead counsel for the concessionaire in respect of a public/private water treatment project on the west coast of British Columbia (closed).
- Vancouver General Hospital – Conducted significant due diligence for a potential purchaser of this project.
- Abbotsford Hospital – C onducted significant due diligence for a potential purchaser of this project.
- The Rise – Lead counsel for owner.
Representative clients include Flatiron, Parsons, Bilfinger, Acciona, Graham, Bird, Grosvenor, EPCOR, and a number of government agencies. References available on request.
- Acting as counsel in litigation respecting construction and general corporate/commercial matters.
- Provision of advice on insurance related professional defence matters (engineers, architects, insurance agents, lawyers).
- Acting as counsel in mediation and arbitration and as sole arbitrator and sole conciliator in construction disputes.
- Provision of advice, review, and drafting of documents concerning bank financings.
